programs by ensuring adequate training personnel as well as
adequate materials. Where the facilities are non-existent, with
the assistance of the local ruler ship, enough land would be
acquired for the installation of such training facilities.
b. In the area of social facilities like borehole water,
hospital/clinics, schools and games facilities, the company
having provided the skill acquisition centre, would want to build
a health centre to also take care of the people’s health. It is
also obvious that past neglect either by Government/oil
companies has left some of these revering oil-production areas
in a primitive state probably worse than what they used to be
before oil exploration started in these areas. Depending on
whether the project areas are in the swamp or on land, the
waterways may have to be dredged and motorized boats
provided for transportation. In the alternative. If the location is

on land, then a motor able road necessarily should be provided
for the community.
What needs to be has to be determined after an extensive
study of the area in question, and following an elaborate
discussion with both the community leaders and the youths of
the areas to determine what their priorities are supposed to be.

programs will also determine the limits of what can be done.
